Committees & Boards

Committees play an important role in supporting Council and Administration by providing advice, community input, and operational support in specific areas of municipal service.

The Village of Borden uses a mix of municipal committees, Council advisory roles, and external boards to ensure good governance, community involvement, and responsible decision-making — while keeping clear lines of authority and accountability.


Municipal Committees

Municipal committees are established by bylaw or Council resolution and operate on behalf of the Village. Members are appointed by Council and work within approved Terms of Reference.

These committees support the delivery of municipal services and programs and may include community volunteers, Council members, or both. When acting within their approved scope, committee members are covered under the Village’s insurance.

Municipal committees may include:

  • Fire Department

  • Parks & Recreation Committee

  • Cemetery Committee

  • Museum Board

  • Community Centre Preservation Committee

  • Library Advisory & Programming Committee

  • Asset Management Committee


Council Advisory Roles (Portfolios)

In addition to formal committees, Council may assign portfolio or advisory roles to Council members.

These roles are not standing committees and do not meet regularly. They are used as needed to support Administration and Council decision-making on matters such as:

  • Finance and Budget

  • Employee Relations / Human Resources

  • Streets and Roads

  • Water and Sewer

  • Equipment and Buildings

  • Marketing and Communications

Portfolio assignments help Council stay informed and engaged without creating unnecessary administrative complexity.


External Boards & Organizations

The Village also participates in a number of regional, provincial, or independent boards and organizations that are governed separately from the Village.

In these cases, Council may appoint a representative to participate on behalf of the Village. Appointment does not imply control over the organization, and each external body is responsible for its own governance and insurance.

How These Groups Differ

  • Municipal Committees operate on behalf of the Village and are appointed by Council.

  • Council Advisory Portfolios are informal, advisory roles and are not standing committees.

  • Regional and Provincial Boards are governed independently, with Council appointing representatives where required.

  • Independent Community Organizations operate separately from the Village and manage their own governance and insurance. The Village may support these groups through grants, partnerships, or collaboration.

Community Participation

Community involvement is encouraged across many municipal committees and organizations. Opportunities to participate are advertised as they arise, and residents are welcome to contact the Village Office to express interest.

All committees and boards operate within approved policies, bylaws, and Terms of Reference to ensure transparency, accountability, and effective use of public resources.
