The Village of Borden provides curbside garbage, recycling, and compost (organics) collection services to residential and commercial properties within Village limits. These services are regulated under Bylaw No. 5-2025 – Waste Collection Bylaw and are delivered through a contracted service provider.

Proper waste separation helps keep collection costs down, protects workers, and ensures recyclable and compostable materials are processed correctly.


Public Garbage Receptacles

Garbage receptacles are located:

  • In Village parks

  • Along the walking trail

These bins are intended for small, everyday waste, including pet feces while using public spaces.

Pet owners are reminded that animal waste must be picked up immediately and disposed of properly. Leaving pet waste on public or private property is not permitted.


Collection Services Overview

The Village provides:

  • Garbage collection

  • Recycling collection

  • Compost (organics) collection

All residents and businesses are required to follow the rules set out in the Waste Collection Bylaw to ensure safe, efficient, and consistent service.


Garbage (Refuse)

Garbage includes non-recyclable and non-compostable household waste.

Garbage must:

  • Be bagged and tied

  • Be placed in an approved waste cart or receptacle

  • Not contain hazardous or prohibited materials

Garbage must not include:

  • Recyclables

  • Compostable materials

  • Hazardous waste, batteries, oil, or chemicals

Improperly sorted or unsafe garbage may not be collected.


Recycling

Recycling helps reduce landfill use and supports provincial recycling programs.

Accepted recyclables generally include:

  • Paper and cardboard

  • Tin and aluminum cans

  • Plastic food and beverage containers (#1–#7)

  • Milk and juice containers

Recyclables must:

  • Be clean and free of food residue

  • Be placed as directed in the recycling cart

  • Not be contaminated with garbage

SARCAN Recycling (Extended Recycling Options)

Many items cannot be placed in curbside recycling but can be recycled through SARCAN.

SARCAN accepts:

  • Beverage containers with deposits

  • Electronics (TVs, computers, monitors, printers, accessories)

  • Household batteries

  • Paint, paint cans, and aerosols

  • Used oil, oil filters, and oil containers

  • Select household hazardous materials

Using SARCAN helps divert more waste from landfills and supports Saskatchewan’s recycling programs.

Battery Recycling (Village Drop-Off Locations)

The Village of Borden is an authorized battery recycling depot.

Residents may drop off used household batteries at the following locations:

  • Village Office

  • Post Office

Please ensure batteries are securely packaged and placed only in designated collection containers.


Compost (Organics)

Compost collection is provided for organic and yard waste.

Compostable materials include:

  • Food scraps

  • Yard and garden waste

  • Leaves and grass clippings

Compost must:

  • Be placed in compostable bags or approved containers

  • Not contain plastics, metals, or non-organic waste

Proper composting significantly reduces landfill use.


Village Clean-Up Events

The Village hosts Spring and Fall Clean-Up Events to help residents dispose of large or seasonal materials responsibly.

Spring Clean-Up typically includes:

  • Metal bin collection

  • Electronics recycling

  • Branch and leaf collection

Fall Clean-Up typically includes:

  • Metal bin collection

  • Branch and leaf collection

Dates, accepted materials, and specific instructions are announced in advance through Village communications.


Large Items & Special Waste

Large items and materials not accepted through regular curbside collection — such as furniture, construction debris, drywall, large quantities of wood, and certain special wastes, may be taken to the Yellow Bend Transfer Station.

Disposal rates and accepted materials vary. Residents are encouraged to review the Transfer Station guidelines before hauling.


Set-Out Requirements

Waste, recycling, and compost carts must:

  • Be placed at the curb by 7:00 a.m. on collection day

  • Be accessible and not blocked by vehicles, snow, or other obstacles

  • Be removed from the curb after collection

Improper placement may result in missed collection.


Waste Collection Charge

A monthly waste collection charge appears on utility bills.
This charge helps recover a portion of the increasing costs associated with garbage, recycling, and compost services provided by Loraas Disposal Services.

Waste collection costs increase annually, and user fees help reduce the impact on general municipal taxation.


Illegal Dumping & Enforcement

Illegal dumping, improper disposal, or misuse of waste carts is prohibited.

Violations of the Waste Collection Bylaw may result in:

  • Non-collection

  • Enforcement action

  • Fines under the General Penalty Bylaw
