Municipal Staff

The Village of Borden’s municipal operations are supported by a small, dedicated team of staff who work together to deliver services, maintain infrastructure, and support Council and the community.

Municipal staff are responsible for the day-to-day operations of the Village and carry out the policies, bylaws, and strategic direction set by Council.


Administration

Carly Hess – Administrator

The Administrator is the chief administrative officer of the Village of Borden and is responsible to Council for the overall administration and management of municipal affairs.

The Administrator:

  • Implements Council’s bylaws, policies, and resolutions

  • Oversees municipal finances, budgeting, and reporting

  • Manages staff and contracted services

  • Ensures compliance with applicable legislation and regulations

  • Supports Council decision-making with accurate, timely information

  • Acts as the primary point of contact between Council, staff, and the public

In addition to her role with the Village of Borden, Carly works closely with neighbouring municipalities and regional partners on shared initiatives and governance matters. She has also mentored three new municipal administrators in the area, supporting leadership development and knowledge-sharing within the local government sector.

The Administrator plays a key role in ensuring the Village operates efficiently, responsibly, and in alignment with Council’s long-term vision and priorities.

Public Works

Kendal Redhead – Public Works Coordinator

Kendal Redhead serves as the Village of Borden’s Public Works Coordinator and is the Level 1 certified Water and Wastewater Lead Operator.

In this role, Kendal is responsible for the safe operation, regulatory compliance, and long-term planning of the Village’s water and wastewater systems, as well as the coordination of public works operations across the community.

Her responsibilities include:

  • Acting as Lead Operator for water and wastewater systems

  • Coordinating public works staff and daily operations

  • Managing roads, drainage, and seasonal maintenance

  • Overseeing inspections, contractors, and regulatory reporting

  • Supporting asset management planning and capital projects

  • Responding to service issues and operational priorities

In recognition of her leadership, professionalism, and commitment to municipal operations, Kendal was awarded Operator of the Year at the Saskatchewan Water & Wastewater Association (SWWA) Conference this year.


Public Works & Maintenance Staff

Training toward Weed Control Certification (2026)

Public Works and Maintenance staff carry out the hands-on work that keeps essential municipal services running safely and efficiently across the community.

  • Brendon Parker is a Level 1 certified Water and Wastewater Operator and works under the direction of the Lead Operator to support the operation and maintenance of the Village’s water and wastewater systems. Brendon is also the Village’s certified Pest Control Officer, responsible for approved pest management activities in accordance with applicable regulations.

  • Jory Wynd supports general public works and maintenance operations and is training toward weed control certification, with the goal of becoming the Village’s designated weed control officer in 2026.

Together, the Public Works team is responsible for:

  • Road and sidewalk maintenance

  • Snow removal and seasonal operations

  • Water and wastewater system operation and support

  • Pest and weed control activities

  • Parks, facilities, and grounds maintenance

  • General municipal maintenance and repairs

Bylaw Enforcement

Bylaw Enforcement Officer: Administrator

The Village of Borden’s bylaw enforcement responsibilities are administered by the Administrator. This includes responding to bylaw concerns, coordinating compliance, and ensuring enforcement is carried out fairly and consistently in accordance with municipal bylaws and legislation.


Working Together

Village staff work collaboratively with Council, committees, contractors, and regulatory agencies to deliver municipal services in a responsible, cost-effective, and community-focused manner.
