Water Treatment Plant & System Overview
In 2009, the Village of Borden completed construction of a reverse osmosis (RO) water treatment plant to meet current and long-term water demands.

The Water Treatment Plant is a critical municipal asset supporting public health, fire protection, and community growth.

The Village continues to invest in essential water and wastewater infrastructure to ensure reliability, regulatory compliance, and long-term sustainability.
Recent upgrades include:

2023: Major upgrade to the sewage lift station, including:

New standby generator

Loans associated with the Water Treatment Plant (WTP) and Sewage Lift Station (SLS) are scheduled to be paid in full by 2032.

Infrastructure & Waste Charges
Infrastructure Fee
A flat monthly infrastructure fee of $58.54 applies to all serviced and improved properties.
As of May 2025, a portion of the infrastructure fee increase is being set aside in reserve toward the future construction of a new wastewater lagoon. This proactive approach helps the Village meet future regulatory requirements while minimizing sudden rate increases.
Waste Collection Charge
A waste charge is included on utility bills to recover a portion of the increasing costs associated with garbage, recycling, and compost services provided through Loraas Disposal. These costs increase annually and are partially offset through user fees.
Why Infrastructure Fees Matter
Infrastructure fees help ensure that the Village’s water and wastewater systems remain safe, reliable, and financially sustainable.
Infrastructure fees are used to:

Reduce reliance on emergency repairs and borrowing

Build reserves for major future projects, including the wastewater lagoon
Infrastructure fees apply in accordance with Village bylaws and are charged to serviced and improved properties, whether or not water is actively being consumed.

Property Owner Responsibilities

Failure to maintain private connections may result in the Village completing the work and adding the cost to property taxes, as permitted under legislation.
